New Delhi: Chief Election Commissioner Gyanesh Kumar said Booth Level Officers (BLOs) were the first interface between the Election Commission of India and citizens. He made the remarks while interacting with more than 1,000 BLOs from across Goa on September 2.
Gyanesh Kumar described BLOs as a foundational pillar of the world’s largest democracy. He said electoral rolls and elections were prepared and conducted under the Constitution, law and ECI instructions.
The CEC also praised Goa’s BLOs for their role in preparing electoral rolls. He said their work remained vital to maintaining the accuracy and integrity of voter records.
Moreover, Gyanesh Kumar said the electoral roll process had several layers of scrutiny. Booth Level Agents appointed by recognised political parties concurrently audited the rolls.
Polling and counting agents appointed by candidates also audited the wider election process, he added. This system, he said, supported transparency and helped safeguard electoral roll integrity.
BLOs first interface strengthens voter engagement
During the interaction, Gyanesh Kumar reiterated that BLOs first interface with citizens often determines how voters access election-related services. Therefore, he highlighted their role in connecting the ECI with people at the grassroots level.
The meeting also included a question-and-answer session between the CEC and BLOs. The officers used the session to raise questions and clarify their doubts directly with him.
The ECI also released a short video in Konkani explaining the role of BLOs. Another video in English explained the role of Booth Level Agents.
The programme also included a cultural presentation highlighting Goa’s traditions and heritage.
The interaction focused on the responsibilities of BLOs and their contribution to electoral roll preparation. It also recognised their role in maintaining a direct link between election authorities and citizens.
