NLMC holds pre-bid meeting for ₹829.69 crore HIL land auction in Delhi

New Delhi: The National Land Monetization Corporation (NLMC) held a pre-bid meeting on Tuesday for the proposed HIL land auction in New Delhi. The 5.119-acre HIL (India) Limited property carries a reserve price of ₹829.69 crore and offers significant redevelopment potential under Transit-Oriented Development (TOD) provisions.

The meeting familiarised prospective bidders with the property’s location, development potential, land-use regulations and auction conditions. Representatives from NLMC, HIL (India) Limited and transaction advisor CBRE India participated. They explained eligibility requirements and technical and financial bid submission procedures.

Additionally, prospective participants used the session to seek clarifications on the Request for Proposal (RFP). Officials addressed procedural requirements and provided information to support informed participation in the online auction.

The proposed sale marks NLMC’s third publicly advertised e-auction in two months. This reflects the Centre’s continued efforts to monetise surplus and underutilised assets of Central Public Sector Enterprises (CPSEs). Through competitive processes, the government seeks to unlock public asset value and promote productive utilisation.

NLMC CEO Rohan Chand Thakur said the auction reflected the government’s priority to monetise surplus public-sector land. He said the corporation aimed to unlock asset value through transparent and competitive processes. Moreover, the pre-bid meeting would promote clarity and informed participation.

HIL (India) Limited Chairman and Managing Director Kuldeep Singh said the property offered eligible developers an opportunity to explore future utilisation. He encouraged interested participants to examine the auction documents and participate in the bidding process.

HIL land auction offers redevelopment potential on Rohtak Road

The property lies in the Najafgarh Industrial Area along Rohtak Road, Shivaji Marg, New Delhi. It has approximately 140 metres of frontage along Rohtak Road. In addition, the site benefits from connectivity through the Delhi Metro’s Green Line.

The land offers an indicated Floor Space Index (FSI) of up to 400, along with applicable additional FSI under TOD provisions. However, development remains subject to the Master Plan for Delhi 2021, relevant redevelopment policies and statutory approvals. The reserve price stands at ₹829.69 crore.

The auction involves an outright sale through online bidding. Participants will bid on the highest auction price, with increments in multiples of ₹1 crore per acre. Consortium participation is permitted, with a maximum of three members. Meanwhile, bidders can pay the Earnest Money Deposit through bank guarantee or NEFT/RTGS, as specified in the RFP.

The land carries industrial-use designation, although conversion may be permitted under applicable norms and approvals. Officials also briefed bidders on registration, technical bids, eligibility checks and EMD requirements.

NLMC functions under the Department of Public Enterprises, Ministry of Finance. It works with CPSEs and government agencies to identify surplus land and buildings. Subsequently, it structures transactions and facilitates monetisation through transparent and competitive mechanisms.

Interested bidders can access auction documents through the NLMC e-auction portal. The last date for technical bid submission is November 19, 2026, at 2 pm. Therefore, prospective participants should review the RFP and complete registration and submission formalities within the stipulated timeline.
