Actuarial governance training launched for EPFO officers by PDUNASS

New Delhi: PDUNASS launched a specialised actuarial governance training programme for EPFO officers in New Delhi on August 10. The programme aims to strengthen actuarial capacity and improve governance within the Employees’ Provident Fund Organisation.

The Pandit Deendayal Upadhyaya National Academy of Social Security (PDUNASS) organised the programme jointly with the International Training Centre of the International Labour Organization (ITC-ILO).

Meanwhile, the three-day residential phase will run from August 10 to 12, 2026. It follows an online learning module conducted through the ITC-ILO e-Campus from May 25 to August 9.

Kumar Rohit, Director, PDUNASS, welcomed the Chief Guest and the ILO and ITC-ILO delegation. He said the programme supports PDUNASS’s role as EPFO’s apex training institute.

He also highlighted the need to build stronger in-house actuarial expertise. In particular, he noted that the EPF, EPS and EDLI schemes are aligning with the Code on Social Security, 2020.

Oktavianto Pasaribu, Deputy Director and Senior Advisor for Regional Partnership and Resource Mobilization, ILO, highlighted the value of the partnership. According to him, the initiative supports stronger social protection systems across South Asia.

Furthermore, he stressed that sound actuarial governance supports the financial sustainability of social security institutions. He also praised EPFO for taking steps to build internal actuarial capacity.

Actuarial governance programme covers key financial practices

Charles Crevier, ITC-ILO Faculty, presented the programme curriculum. He outlined the blended learning format and the main themes of the residential phase.

The programme covers actuarial valuation methods and Asset-Liability Management (ALM). In addition, it examines global governance practices followed by social security institutions.

Ramesh Krishnamurthi, Central Provident Fund Commissioner (CPFC), delivered the keynote address. He also formally declared the programme inaugurated.

As EPFO manages retirement savings, pensions and insurance for crores of workers, Krishnamurthi highlighted the importance of actuarial decisions. He said such decisions can affect the financial security of millions.

Therefore, he urged officers to treat actuarial work as a strategic governance function. He also called for an evidence-based approach across EPFO.

“As EPFO continues to grow in size and responsibility, strengthening our actuarial capacity becomes increasingly important to strengthen governance and prepare better for future challenges,” Krishnamurthi said.

Senior EPFO officials attended the inaugural session and residential programme. These included the Financial Adviser and Chief Accounts Officer, Additional Central Provident Fund Commissioners, RPFC-Is, RPFC-IIs, Section Officers and Assistant Section Officers.

Representatives and officials from the Employees’ State Insurance Corporation (ESIC) also attended the programme. In addition, experts from the ILO and ITC-ILO participated in the sessions.

Other experts included Amjad Rabi, ITC-ILO Faculty; Divya Verma, Senior Programme Officer, ILO; and Karun Gopinath, National Project Coordinator, ILO.

PDUNASS functions as EPFO’s apex training and research institute under the Ministry of Labour & Employment, Government of India. Established in 1990, it focuses on training, research and consultancy in social security administration.

Meanwhile, the ITC-ILO operates from Turin, Italy, as the training arm of the International Labour Organization. It delivers capacity-building programmes for governments, employers’ organisations and workers’ organisations worldwide.

The institute focuses on areas including decent work, social protection and social security governance.
