New Delhi: The Union Health Ministry launched a clinical workflow app to strengthen digital clinical support for Community Health Officers (CHOs) at primary healthcare centres across India. Developed by the Indian Council of Medical Research (ICMR), the application aims to streamline outpatient care and improve decision-making at Sub-Centre Ayushman Arogya Mandirs.
Officials said the clinical workflow app aligned with 12 Comprehensive Primary Health Care service packages. It provided structured, step-by-step guidance for patient assessment, including history, examination, and diagnostic tests. As a result, CHOs could manage cases more effectively and ensure timely intervention.
Moreover, the app enabled early identification of critical cases requiring referral. It also guided pre-referral care to stabilise patients before transfer. For non-emergency conditions, the system supported treatment decisions, referrals, or teleconsultation with higher centres.
Dr V K Paul, Member (Health), NITI Aayog, said primary healthcare formed the foundation of India’s universal health coverage journey. He noted that the rollout marked a key milestone alongside eight years of the Ayushman Arogya Mandir initiative. He also stressed the need to integrate artificial intelligence to further improve outcomes.

Clinical workflow app improves digital care delivery
The clinical workflow app featured three sections: workflows, assessment tools, and treat-and-counsel modules. It used a colour-coded system to simplify decisions. Red flagged emergencies, orange indicated specialist review, yellow covered manageable conditions, and green denoted mild cases.
In addition, the app integrated patient registration, electronic health records, teleconsultation, diagnostic reporting, and follow-up tracking. This ensured continuity of care and improved coordination across healthcare systems.
Dr Rajiv Bahl, Director General, ICMR, said the clinical workflow app marked the beginning of stronger digital clinical support at the grassroots level. He added that the platform would evolve based on field feedback and user experience.
Furthermore, the system integrated with national digital health platforms, enabling seamless data sharing. Officials said this would enhance efficiency and ensure consistent care delivery across regions.
The ministry stated that the clinical workflow app would improve quality, consistency, and timeliness of care. It added that the tool would empower CHOs with standardised protocols and strengthen service delivery at primary healthcare centres.
