Hyderabad: Chief Minister A. Revanth Reddy on Tuesday directed senior officials to strictly follow action plans to achieve the goals set under Telangana Rising 2047, the state’s long-term development vision.
During a nearly three-hour review meeting at the Dr B.R. Ambedkar Telangana State Secretariat, the Chief Minister stressed that the vision document served as a governance roadmap. Therefore, he cautioned officials against treating it as a publicity exercise. Chief secretaries, secretaries, senior officials and CMO officers attended the meeting.
To ensure balanced growth, Revanth Reddy instructed departments to prepare region-based plans. Accordingly, he asked officials to divide the state into Core Urban Region Economy (CURE), Peri-Urban Region Economy (PURE) and Rural Agriculture Region Economy (RARE).
Reflecting on the past two years, the Chief Minister said the government achieved progress in several sectors. However, he noted that the absence of clear policies earlier in power, education, irrigation and health had caused difficulties. Hence, the government introduced dedicated policies for major departments.
At the same time, CM Revanth Reddy warned officials against complacency. Instead, he said performance must improve at every level, as results would determine future assessments.

Telangana Rising 2047 focus on execution and accountability
Under the Telangana Rising 2047 framework, the Chief Minister laid down strict monitoring measures. Accordingly, he directed all secretaries to submit monthly progress reports to the Chief Secretary. In addition, IAS officers must visit the field every 10 days and conduct at least three inspections each month.
To strengthen coordination, Revanth Reddy asked departments to create a formal system for inter-departmental communication. Moreover, he ordered the rollout of e-filing in all departments by January 31 to eliminate paper-based delays. Departments must also develop dashboards and link them with CS and CMO platforms.
On human resources, the Chief Minister said nearly 10 lakh employees worked under regular, contract and outsourcing arrangements. Therefore, he directed departments to submit complete employee data to the Chief Secretary by January 26. He also ordered officials to ensure timely salaries and EPF payments for outsourcing staff.
Regarding infrastructure, CM Revanth Reddy instructed departments to vacate rented buildings by January 26 and shift to government premises. Where buildings were unavailable, officials must identify land and prepare construction estimates within fixed timelines. Similarly, he asked departments to ensure that BC, SC, ST and minority hostels, along with anganwadi centres, functioned from owned buildings.
Furthermore, the Chief Minister stressed full utilisation of funds under centrally sponsored schemes. He directed officials to keep pending approvals with the Centre updated online. He also ordered monthly reviews to track the grounding of investments and industrial projects.
Finally, CM Revanth Reddy called for focused efforts to strengthen government schools in core urban areas. For this purpose, he suggested transport facilities, breakfast schemes and improved mid-day meals to raise enrolment. Likewise, he directed officials to upgrade government and teaching hospitals to ensure better medical services across the state.
