Fertilizer subsidy digitalisation launched with integrated e-Bill system

New Delhi: Union Minister J P Nadda inaugurated an integrated e-Bill system on January 1 to enable fertilizer subsidy digitalisation, allowing the government to process nearly ₹2 lakh crore through a fully online platform.

The Minister launched the system at Kartavya Bhawan in New Delhi as part of the Department of Fertilizers’ push to strengthen digital governance and financial reforms. Moreover, he said the initiative aligned with Prime Minister Narendra Modi’s vision of Digital India and the goal of achieving Viksit Bharat by 2047.

Addressing the event, Shri Nadda said the integrated platform would improve transparency, efficiency, and accountability in subsidy administration. He added that technology-driven governance remained central to delivering large public welfare programmes.

Secretary, Department of Fertilizers, Rajat Kumar Mishra said the launch marked a major shift from manual and paper-based workflows. Therefore, the new system replaces physical movement of bills with a system-to-system digital process.

The integrated platform is the outcome of a technological partnership between the Department of Fertilizers’ Integrated Financial Management System and the Public Financial Management System of the Controller General of Accounts.

Fertilizer subsidy digitalisation to strengthen transparency and controls

Chief Controller of Accounts Santosh Kumar said the new framework creates a central and tamper-proof digital audit trail for all transactions. As a result, senior officials can monitor expenditure in real time and strengthen financial oversight.

Officials said seamless data exchange between departmental systems and PFMS would eliminate duplicate data entry and reduce manual errors. In addition, the integration improves processing speed and data accuracy.

Joint Secretary (Finance and Accounts) Manoj Sethi said the system enables end-to-end digital bill processing and faster payment timelines. He added that it would ensure timely release of weekly fertilizer subsidy payments.

The platform also allows fertilizer companies to submit claims online and track payment status in real time. Therefore, companies no longer need to make physical visits or pursue manual follow-ups.

Officials said the system enforces a standard electronic workflow, including first-in-first-out bill processing. Moreover, it ensures consistency, fairness, and compliance with financial rules across the department.

Senior officials said the integration reduces IT system silos and supports informed decision-making through real-time financial data. They added that it would also improve budget management and policy formulation.

Additional Secretary Aneeta C Meshram, Additional Secretary Aparna Sharma, Joint Secretary K K Pathak, Joint Secretary Anurag Rohatagi, and Director Laboni Das Datta attended the event.

Senior Technical Director at NIC Aseem Gupta explained the system architecture, while NIC officials Ashutosh Tiwari and Harekrishna Tiwari supported the implementation and demonstration. Officials widely appreciated NIC’s role in developing the platform.

The Department of Fertilizers said the integrated e-Bill system reinforces the government’s commitment to transparent, efficient, and technology-driven administration by reducing risks of misuse and strengthening financial governance.
