Hyderabad: The Telangana government has launched the final phase of integrating 27 urban local bodies into the Greater Hyderabad Municipal Corporation (GHMC). These municipalities, located within the Outer Ring Road, will now form part of the newly designated Telangana Core Urban Region.
On Wednesday, Municipal Administration Principal Secretary Ramakrishna Rao issued orders notifying the merger. The merged municipalities will now fall under the GHMC Act instead of the Telangana Municipal Act.
GHMC Commissioner R.V. Karnan directed zonal and deputy commissioners to take control of all municipal records and assets. He also appointed special officers to manage the transition.
By December 5, all municipal offices must install GHMC name boards. The 27 bodies will function as GHMC circles until the process concludes. The same staff will continue to handle administration and essential services during the transition.

Each municipality must submit full data on employees, assets, financials, pending bills, and past approvals. Reports should include sanctioned and working staff, both regular and outsourced, along with records of projects and investments.
Officials must also provide a three-year history of building and layout permissions. All bank accounts under the former municipalities must be closed, with funds transferred to GHMC accounts. Minutes books and official seals are to be deactivated.
Zonal commissioners will supervise the process. Existing municipal commissioners will now serve as deputy commissioners under GHMC. The CDMA has been asked to submit updated staffing data across the merged bodies.
