G.O.Ms.No.95 welcomed by NAREDCO Telangana for housing boost

Hyderabad: G.O.Ms.No.95 issued by the Telangana government was welcomed by NAREDCO Telangana, which termed it a major step toward improving housing access and urban planning.

In a statement released on March 23, the real estate body said the amendments to the Telangana Building Rules, 2012, would support middle-class housing and promote sustainable growth. It noted that the government had adopted an ease-of-doing-business approach to address evolving urban needs.

NAREDCO Telangana said the revised framework improved the use of Transferable Development Rights (TDR). It added that the changes addressed long-pending concerns raised by stakeholders and balanced development with environmental safeguards.

The body stated that the reforms would benefit homebuyers by simplifying building rules and improving land use. As a result, housing prices could become more competitive while infrastructure development may accelerate.

It also said that landowners affected by road widening or buffer zones would receive fair and tradable compensation through TDR. This, it noted, would create a more equitable development system.

The statement highlighted provisions encouraging mid-sized housing projects. For plots between 750 sq.m and 2000 sq.m, buildings up to 21 metres can now be developed using TDR benefits.

G.O.Ms.No.95 provisions reshape urban development norms

NAREDCO Telangana said the amendments also introduced flexibility in setback norms for non-high-rise buildings. This would help developers optimise smaller plots and improve project viability.

Further, it noted that developers could submit TDR instead of paying certain development charges in modified master plan areas. This measure could reduce upfront costs and stabilise property prices.

The body said the government had also focused on planned vertical growth in core urban areas. Under the revised rules, buildings above 21 metres are classified as high-rise structures with structured TDR usage.

It added that taller buildings would follow graded TDR utilisation norms, ensuring balanced growth and environmental compliance. Plots above 2000 sq.m may also get additional floors based on road width, encouraging larger developments.

NAREDCO Telangana office-bearers welcomed the move. President Vijaya Sai Meka said, “This G.O. is a win-win for citizens, the environment and the real estate sector.”

Secretary General Sreedhar Reddy Koppula said the reforms would help protect sensitive land zones while expanding housing choices in central locations.

The organisation said G.O.Ms.No.95 could drive the next phase of Hyderabad’s urban expansion. It added that the policy may attract investment and strengthen the city’s position in the real estate sector.

NAREDCO Telangana said it would continue to work with the government to ensure effective implementation and support sustainable development.
