HILT policy amendments to dominate Telangana Assembly discussion

Hyderabad: The Telangana Assembly was scheduled to take up a key discussion on HILT policy amendments on Monday, with legislators expected to closely examine proposed changes to the industrial land transfer framework.

The debate was expected to focus on how the policy impacts industrial growth and land-use regulations across the state. Legislators were likely to raise issues related to industrial parks, conversion fees, and concerns flagged by companies.

The state government issued Government Order No. 27 on November 22 last year to implement the policy. However, reliable sources said officials had not received a single land-use conversion application even after 45 days.

Officials said the lack of applications had triggered questions over the effectiveness of the policy. Therefore, the Assembly discussion drew significant attention from both political and industry circles.

HILT policy amendments raise industry concerns beyond ORR

Industrialists have expressed concern over the absence of clarity on infrastructure support for new industries outside the Outer Ring Road. Moreover, they said the government had not clearly outlined plans to create a conducive business environment beyond the ORR.

At recent industry meetings, several entrepreneurs said unclear guidelines made them hesitant to commit to fresh investments. Consequently, expectations were high ahead of the Assembly debate.

Industry representatives were closely watching whether the government would announce revised guidelines during the discussion. Political sources said the government might issue a key statement after the debate.

The outcome of the discussion on HILT policy amendments was expected to shape future industrial investment decisions in Telangana.
