Visakhapatnam: Union Minister of State for Science and Technology and Earth Sciences Dr Jitendra Singh inaugurated the CSIR-NIO Visakhapatnam centre on Friday and cited it as a clear example of the “double engine government effect”.

Addressing the gathering, the Minister said the project had remained pending for nearly 20 years. However, completion accelerated after coordination improved between the Centre and Andhra Pradesh. As a result, authorities finished the work within eight to 10 months.

Dr Jitendra Singh said the Government of India dedicated the ₹32 crore shore-based facility to the nation on behalf of CSIR and Prime Minister Narendra Modi, who is the President of CSIR. He added that the State Government had transferred land at a nominal cost in the early 2000s. Since then, its value has increased sharply due to rapid development.

Highlighting its strategic importance, the Minister said India’s coastline stretched nearly 11,000–12,000 km. Importantly, over 1,000 km lies along Andhra Pradesh. Therefore, the State plays a central role in the Prime Minister’s Blue Economy vision.

Dr Jitendra Singh said the Eastern Continental Margin was geologically diverse. He noted that it held strong potential for hydrocarbons, seabed minerals, oil and natural gas. Moreover, heavy sediment deposits from Himalayan rivers enhanced this potential.

The Minister said the CSIR-NIO Visakhapatnam centre would support offshore energy exploration, disaster management and climate studies. At present, CSIR-NIO works closely with ONGC, Oil India and other stakeholders. In addition, it supports ports, thermal power projects and fisheries.

He said CSIR-NIO research helped identify fishing zones and promote seaweed cultivation. It also aided prediction of harmful algal blooms. Consequently, these efforts improved livelihoods and supported public health.

Dr Jitendra Singh said the Centre would also emerge as a hub for skill development. He added that it would train young scientists, researchers and startups. As a result, it would strengthen India’s growing marine sector.

The Minister appreciated Chief Minister N. Chandrababu Naidu for expediting coastal and environmental clearances. He said approvals pending for nearly a decade were cleared within six months. Therefore, execution continued without delay.

Dr Jitendra Singh also announced that a quantum technology facility would be set up in Amaravati. He noted that this marked his third visit to Visakhapatnam in recent months.

The CSIR-NIO facility stands on 3.25 acres at Yendada village in Rushikonda. It has a built-up area of 4,550 square metres. CPWD executed the project, beginning construction in November 2024 and completing it in December 2025.
