Telangana budget session begins with Governor address outlining development agenda
Hyderabad: The Telangana budget session began on Monday with Governor Shiv Pratap Shukla addressing a joint sitting of the Legislative Assembly and Council at the State Legislature.
Chief Minister Revanth Reddy, Deputy Chief Minister Mallu Bhatti Vikramarka, Speaker Gaddam Prasad Kumar and Council Chairman Gutta Sukender Reddy received the Governor on arrival. Ministers, legislators and senior officials also attended the ceremony.
Before entering the House, the Governor unveiled the Telangana Talli statue in the Assembly premises. Soon after, police presented a guard of honour. Subsequently, the proceedings opened with the national anthem.
The Governor began his address in Telugu and greeted the people of the state. He then outlined the government’s development agenda for the coming year. According to him, the budget aimed to ensure inclusive growth while making every citizen a partner in progress.
He said Telangana was moving towards the vision of “2047 Telangana Rising.” Moreover, he highlighted that the state contributed 4.99 per cent to the national GDP. He added that reforms in ease of doing business would attract more investment.
The Governor also said industries would gradually shift beyond the Outer Ring Road. In addition, the government would take up the rejuvenation of the Musi river. Authorities would establish 45 sewage treatment plants as part of that effort.
Telangana budget session highlights economic targets and welfare plans
During the Telangana budget session address, the Governor said the state had prepared a roadmap to build a $3 trillion economy under Vision 2047. Meanwhile, per capita income reached ₹4.18 lakh.
On urban development, he said the government adopted the CURE model. As a result, the urban population could reach 53.8 per cent by 2031. He also noted that the Greater Hyderabad Municipal Corporation was split into three corporations. Similarly, the metropolitan region was reorganised into four police commissionerates.
Authorities protected 1,045 acres of government land through the HYDRA initiative. In addition, they safeguarded assets worth about ₹60,000 crore.
The Governor said Kondangal would soon develop as an industrial hub. He also noted that the BioAsia summit attracted investments worth ₹1,700 crore. Telangana, he added, ranked seventh nationally in exports with ₹1.61 lakh crore.
The services sector contributed 68.6 per cent to the state’s Gross Value Added. At the same time, Hyderabad strengthened its position as a global technology hub. The city hosted about 20 per cent of global capability centres.
IT exports reached ₹3.13 lakh crore and the sector employed 9.39 lakh people, he said.
On agriculture, the Governor said the government followed the RARE model. It released ₹8,744 crore under the Rythu Bharosa scheme. In addition, the state spent ₹20,616 crore on farm loan waivers.
The government also issued 15.12 lakh new ration cards. Moreover, it supplied fine rice to 3.38 crore beneficiaries. Plans were underway to construct 4.5 lakh Indiramma houses.
Under MGNREGA, authorities generated 6.52 crore workdays. Meanwhile, the Mahalakshmi scheme enabled 269 crore free bus journeys for women.
Looking ahead, the Governor announced plans for a green expressway linking Future City and Bandar port. Shamshabad, he added, would develop as a hub for future bullet train connectivity. New airports were also proposed in Adilabad and Warangal.
