New Delhi: Union Minister of State for Personnel, Public Grievances and Pensions Dr Jitendra Singh said governance reforms 2025 focused on improving ease of living for citizens while also creating a more work-friendly environment for government employees.
Addressing a year-ender press conference in Delhi, the Minister reviewed the performance of the Ministry of Personnel, Public Grievances and Pensions. He covered reforms undertaken by the Department of Personnel and Training, the Department of Administrative Reforms and Public Grievances, and the Department of Pension and Pensioners’ Welfare.
Dr Jitendra Singh said the reforms followed the principle of minimum government and maximum governance. He said the focus remained on simplifying procedures, reducing pendency and using technology to make administration more responsive. According to him, governance outcomes in 2025 showed a maturing reform process that combined digital tools, institutional innovation and human-centric approaches.
He said capacity building remained a key pillar of governance reforms 2025. Mission Karmayogi expanded rapidly during the year, with the iGOT-Karmayogi platform crossing 1.45 crore registered government employees. The platform offered over 4,155 e-learning courses in 23 languages, with 28 States and Union Territories onboarded.
The Minister said the government introduced new features such as the iGOT Marketplace and specialisation programmes in seven thematic areas, including artificial intelligence, cybersecurity and public policy. He added that AI-based tools such as AI Sarthi, AI Tutor and the Capacity Building Planning tool supported role-based skilling across departments.
Governance reforms 2025 drive grievance redressal and pension services
Dr Jitendra Singh said grievance redressal saw major improvements during the year. The Centralised Public Grievance Redress and Monitoring System disposed of over 20 lakh public grievances in 2025. He said Central Ministries and Departments recorded an average resolution time of 15 days, supported by new monitoring tools and training programmes.
He also said more than 10 lakh feedback responses were received from citizens. In addition, the government observed Good Governance Week and implemented the Prashasan Gaon Ki Ore campaign across States and districts to take administration closer to people.
Highlighting pensioner welfare, the Minister said the Digital Life Certificate Campaign 4.0 generated 1.68 crore certificates in November 2025. He said more than 1.01 crore pensioners used face authentication technology during the campaign. Pension grievance redressal reached its highest level in any calendar year, with over 1.12 lakh cases resolved.
Dr Jitendra Singh said Special Campaign 5.0 focused on reducing pendency and improving workplace practices across 84 Ministries and Departments. He said the campaign covered 11.6 lakh cleanliness sites, led to the disposal of 29.52 lakh files, freed over 233 lakh square feet of office space and generated ₹833.92 crore through scrap disposal.
Earlier, DoPT Secretary Rachna Shah said the reforms aimed to build a transparent, efficient and citizen-centric governance system aligned with the vision of Viksit Bharat. Dr Jitendra Singh said the governance reforms 2025 would guide policy and administrative practices in the coming years.
