Telangana hate speech bill: Arham Adil backs reforms

Hyderabad: Congress leader Arham Adil welcomed the Telangana hate speech bill and gig workers law on Tuesday, calling them progressive steps to strengthen social harmony and worker rights.

He said the Telangana Hate Speech and Hate Crimes (Prevention) Bill, 2026 showed the government’s commitment to constitutional values. Moreover, he added that rising divisive content on digital platforms required a strong legal response.

According to him, the Telangana hate speech bill offers a clear framework to curb such offences. Therefore, he said the legislation addresses an urgent need.

Arham Adil said referring the bill to a Select Committee would enable wider consultations. In addition, he noted that this step would improve the law through inclusive discussions.

He said the bill defines hate speech clearly and makes such offences cognizable and non-bailable. Furthermore, stricter penalties for repeat offenders would act as a deterrent.

Moreover, the provisions include accountability measures and compensation for victims. As a result, he described these steps as necessary to counter divisive forces.

He also welcomed the Telangana Platform-Based Gig Workers Registration, Social Security and Welfare Bill, 2026. He described it as a major reform aligned with changing economic conditions.

The law provides legal recognition and social security to gig workers such as delivery staff and cab drivers. Consequently, it aims to improve worker protection and dignity.

He highlighted provisions such as a Welfare Board, unique worker IDs and a welfare fund backed by a transaction-based levy. Additionally, platforms must ensure greater transparency.

Furthermore, he said the consultative approach reflects participatory governance. Therefore, he added that such reforms support inclusive growth.

Arham Adil said these measures align with a broader vision of social justice. He added that similar laws could be introduced at the national level if Congress comes to power.

He said India needs a uniform framework to address hate speech and related offences. In this context, he noted that such laws would help protect the country’s pluralistic fabric.

He congratulated the Telangana government for introducing these reforms. Overall, he said the Telangana hate speech bill and related measures would strengthen democratic institutions.
