New Delhi: PARIVARTAN Scheme has crossed 1,300 beneficiary registrations in Delhi-NCR, while 42 banks and NBFCs have joined the programme.
The Union Cabinet approved the PARIVARTAN Scheme on 3rd June 2026. The programme aims to replace more than 2 lakh older trucks and buses.
It covers vehicles registered in Delhi and NCR districts of Haryana, Rajasthan and Uttar Pradesh. The scheme targets trucks and buses meeting Bharat Stage IV or earlier emission norms.
Eligible owners can replace these vehicles with BS-VI or stricter norm-compliant vehicles. They can also choose electric vehicles under the programme.
The National Capital Region Planning Board funds the scheme through the Ministry of Housing and Urban Affairs. Meanwhile, the Ministry of Road Transport and Highways implements the programme.
The scheme has a total financial outlay of ₹9,585 crore. The Central Government will provide ₹5,041 crore through budgetary support.
Eligible buyers can receive several financial benefits under the programme. These benefits apply to new BS-VI, stricter norm-compliant diesel or CNG vehicles, and electric vehicles.
First, eligible vehicle loans will receive an interest saving of 5% for five years. This support aims to reduce the financing burden on vehicle owners.
Second, buyers can receive a 100% road tax waiver for 10 years. They can also receive a complete waiver of registration fees.
Delhi, Haryana, Rajasthan and Uttar Pradesh have already issued notifications for these tax and registration benefits.
Participating Original Equipment Manufacturers will also provide at least an 8% discount on the ex-showroom price. Therefore, buyers can combine the manufacturer discount with other scheme benefits.
The programme also provides fuel support for buyers choosing BS-VI diesel or CNG vehicles. Monthly fuel vouchers will range from ₹1,200 to ₹4,800.
The voucher value will depend on the vehicle category. Eligible buyers can receive these vouchers for five years.
Electric vehicle buyers will instead receive a one-time incentive. The incentive will range from ₹64,000 to ₹2.56 lakh, depending on the vehicle category.
The Government launched the PARIVARTAN Scheme on 14th July 2026. As of 27th August 2026, more than 1,300 beneficiaries had registered through the PARIVARTAN Portal.
PARIVARTAN Scheme expands financing and industry support
The Government has also expanded financing support for eligible vehicle owners. So far, 42 banks and non-banking financial companies have joined the programme.
These lenders will provide interest subvention on eligible vehicle loans. As a result, beneficiaries can access the loan-related support offered under the scheme.
The automobile industry has also joined the initiative. The Government has signed Memoranda of Understanding with 15 auto Original Equipment Manufacturers.
These companies will extend the promised vehicle discounts to eligible beneficiaries. The industry participation therefore adds another layer of financial support for vehicle replacement.
Meanwhile, authorities have launched a multi-pronged awareness campaign across Delhi-NCR. The campaign seeks to inform eligible vehicle owners about the scheme and its registration process.
The outreach effort covers print, electronic and digital media. It also includes outdoor publicity at several locations used by transport operators and vehicle owners.
Authorities are displaying information at fuel stations and transport nagars. They are also using toll plazas and Regional Transport Offices across Delhi-NCR.
The campaign aims to increase registrations and participation among eligible vehicle owners. It also seeks to explain the available incentives and the registration process.
The scheme focuses on replacing older commercial vehicles with cleaner alternatives. Therefore, it forms part of efforts to reduce transport-related air pollution and network emissions in the National Capital Region.
The programme covers both cleaner internal combustion vehicles and electric vehicles. This approach gives eligible owners more than one replacement option.
With financing institutions and auto manufacturers now participating, the scheme has expanded its support network. The Government is also continuing public outreach to bring more eligible owners onto the portal.
The PARIVARTAN Scheme will cover eligible vehicles across Delhi and the designated NCR districts. The Government expects wider participation to support the replacement of older, higher-emission trucks and buses.
