Hyderabad: India will see notable administrative updates as the December 2025 rule changes take effect. Officials outlined three major areas, stating that the changes cover a redesigned Aadhaar card, wage-related provisions under the labour code and the routine revision of LPG cylinder prices. They added that each update targets a specific public interface.
New scrutiny expected as December 2025 rule changes enter effect
To begin with, the Aadhaar system will undergo a major change. From 1 December 2025, UIDAI will roll out a redesigned Aadhaar card. The current version displays the name, address, mobile number and Aadhaar number. However, the new version will only show a photograph and a QR code. Officials explained that users will scan this QR code through the updated Aadhaar app, which will complete verification through face recognition. Moreover, they said the redesign aims to strengthen security.
In addition, labour regulations will see important updates. Four labour codes are already in place— the Code on Wages 2019, the Code on Social Security 2020, the Occupational Safety, Health and Working Conditions Code 2020 and the Industrial Relations Code 2020. According to authorities, these codes will alter CTC structure, and basic pay must form at least 50% of total salary. They stressed that the requirement seeks to bring uniformity in salary calculations.
Furthermore, the December 2025 changes may influence salary structure and social security benefits. Officials noted that the 50% basic salary rule is partly active and currently applies to PF and gratuity calculations. They also explained that the rule will be fully enforced once the government issues detailed guidelines. Although the timeline remains unclear, they indicated that employees may notice related changes by December.
Finally, LPG prices will undergo the routine monthly revision. Gas agencies reassess prices on the first day of every month and decide whether to raise or reduce rates. This practice will continue on 1 December 2025. Officials said the price update will directly influence household budgets and warned that the impact will be immediate.
