New Delhi: Centre notified the Online gaming rules 2026 under the PROG Act, setting up a regulatory framework to curb online money games while promoting e-sports and social gaming.
The Ministry of Electronics and Information Technology finalised the rules, which will come into force from May 1, 2026. Officials said the framework aims to protect users from financial and psychological risks while supporting innovation in the gaming sector.
The rules establish the Online Gaming Authority of India as the central regulator. The authority will function as a digital-first body and include representatives from key ministries. It will classify games, handle complaints, and coordinate enforcement with financial and law enforcement agencies.
Under the Online gaming rules, authorities will determine whether a game qualifies as a money game based on objective criteria. These include entry fees, expected winnings, revenue models, and monetisation methods. The process will be completed within 90 days in most cases.
The rules also introduce a registration system for e-sports and certain social games. Registered entities will receive a digital certificate valid for up to 10 years. However, online money games will not qualify for recognition as e-sports.
Online gaming rules mandate safety and grievance systems
The framework makes user safety features mandatory for service providers. These include age verification, parental controls, time limits, and reporting tools. Platforms must also disclose safety measures and grievance mechanisms during registration.
Additionally, the rules create a two-tier grievance redressal system. Users can first approach service providers and then appeal to the authority within 30 days. A second appeal can be filed before the MeitY Secretary, who will aim to resolve cases within another 30 days.
To strengthen enforcement, the rules provide for digital proceedings and time-bound penalties. Authorities will consider factors such as user harm, financial gains from violations, and repeated offences while deciding penalties.
Officials said the Online gaming rules aim to ensure regulatory clarity, protect vulnerable users, and prevent financial systems from supporting prohibited gaming activities.
The framework is expected to create a balanced ecosystem that promotes responsible gaming while addressing risks linked to online money games.
