New Delhi: The nationwide campaign for VB-G RAM G awareness has reached more than 5.26 lakh Panchayati Raj representatives, functionaries and officials.
The campaign has used 1,338 district-level Panch Sammelans across the country. The Ministry of Rural Development organised the initiative to support effective implementation of the Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin).
The initiative follows the VB-G RAM G Act, 2025. It aims to familiarise elected representatives and Panchayati Raj functionaries with the Act’s provisions.
The Ministry had asked States and Union Territories to organise Panch Sammelans. These meetings target representatives and functionaries across all three tiers of Panchayati Raj Institutions.
They also explain the roles and responsibilities of local representatives and officials. As a result, the campaign seeks to build stronger understanding before wider implementation of the Act.
So far, States and Union Territories have organised 1,338 Panch Sammelans. The Ministry said their participation reflects strong ownership of the implementation process.
More than 5.26 lakh Panchayati Raj representatives, functionaries, officials and staff have participated. Therefore, the campaign has created a wide network for information sharing and capacity building.
The participation also points to growing awareness among local representatives. In particular, the meetings highlight the role of Gram Panchayats in participatory planning and rural development.
The campaign has also focused on grassroots governance. It seeks to help local representatives understand their responsibilities under the new rural development framework.
So far, 23 States and Union Territories have completed their scheduled Panch Sammelans. These include Andhra Pradesh, Assam, Bihar, Chhattisgarh, Goa, Gujarat and Haryana.
The list also includes Himachal Pradesh, Karnataka, Kerala, Mizoram, Nagaland, Punjab and Sikkim. Tamil Nadu, Telangana, Tripura, Uttarakhand and West Bengal have also completed their programmes.
In addition, Andaman & Nicobar Islands, Dadra & Nagar Haveli and Daman & Diu, Jammu & Kashmir and Puducherry have completed their scheduled events.
The Ministry said these States and Union Territories have demonstrated timely and effective implementation. Their participation has helped expand the campaign’s reach at the local level.
Several States have also adopted broader approaches to strengthen the campaign. Gujarat, Jammu & Kashmir and West Bengal organised Sammelans beyond the district level.
These States conducted meetings at other administrative levels as well. This approach helped reach more Panchayati Raj representatives and functionaries.
VB-G RAM G strengthens grassroots planning and accountability
VB-G RAM G Act, 2025 places Gram Panchayats at the centre of the rural development process. It assigns them key responsibilities in planning, implementation and monitoring.
The Act also emphasises transparency and social accountability. Therefore, local institutions will have an important role in ensuring effective implementation at the grassroots.
The Panch Sammelans provide a platform to explain these responsibilities. They also familiarise participants with several important provisions of the Act.
These provisions include the Viksit Gram Panchayat Plan, or VGPP. The meetings also cover the Rural Rozgar Guarantee Card and asset creation.
Furthermore, participants receive information about convergence, social audits and grievance redressal mechanisms. These areas are central to participatory planning and accountable rural governance.
The meetings therefore serve both awareness and capacity-building purposes. They help elected representatives and officials understand how the Act connects rural employment with local development planning.
The Ministry said the campaign has gained encouraging momentum across the country. Active participation from States and Union Territories has strengthened the outreach effort.
The initiative also brings multiple levels of local administration into the awareness process. This approach can help create a common understanding of the Act among Panchayati Raj Institutions.
At the same time, the campaign promotes stakeholder engagement in rural development. It encourages local representatives to play a more informed role in planning and implementation.
The Ministry said the Panch Sammelan campaign has laid a strong foundation for rural development. It also supports good governance and participatory planning at the grassroots.
Moreover, the campaign aims to strengthen Panchayati Raj Institutions through wider awareness. Continued engagement with local representatives will support the implementation of the VB-G RAM G Act.
The nationwide outreach has thus moved beyond district-level meetings in several States. With more than 5.26 lakh participants already involved, the campaign has created substantial awareness of the new framework.
The Ministry said the ongoing effort reflects the commitment of States and Union Territories. It also highlights their role in preparing local institutions for effective implementation.
The Panch Sammelans have consequently emerged as an important platform for rural governance awareness. They connect elected representatives, functionaries and officials with the provisions and responsibilities under the Act.
