Electric vehicle promotion backed by multiple central schemes: Government

New Delhi: The government said it is promoting electric vehicle adoption across India, including Tripura, through multiple central schemes covering manufacturing, demand incentives and charging infrastructure.

In a written reply to the Lok Sabha, Minister of State for Heavy Industries Bhupathiraju Srinivasa Varma said the Centre follows a coordinated policy to advance electric mobility.

First, the Faster Adoption and Manufacturing of Electric and Hybrid Vehicles scheme operated from April 2019 to March 2024 with an outlay of ₹11,500 crore. Under FAME-II, incentives supported electric two-wheelers, three-wheelers, four-wheelers and buses.

Next, the government approved the Production Linked Incentive scheme for the automobile and auto component industry in September 2021. The scheme carries an outlay of ₹25,938 crore and promotes advanced automotive technology products, including EVs, with at least 50% domestic value addition.

In addition, the Centre approved a PLI scheme for Advanced Chemistry Cell battery storage in May 2021. With an outlay of ₹18,100 crore, the programme targets domestic manufacturing capacity of 50 GWh.

Electric vehicle promotion expands through charging, buses and incentives

Meanwhile, the PM Electric Drive Revolution in Innovative Vehicle Enhancement scheme came into force in April 2024. The scheme will run until March 2028 with an outlay of ₹10,900 crore.

Under PM E-DRIVE, the government supports electric two-wheelers, three-wheelers, trucks, buses and ambulances. Moreover, buyers receive upfront demand incentives at the time of purchase.

At the same time, the scheme supports public charging stations and upgrades testing facilities. Therefore, it strengthens both demand and ecosystem readiness.

Further, the government notified the PM e-Bus Sewa Payment Security Mechanism scheme in October 2024. With an outlay of ₹3,435.33 crore, the scheme aims to deploy over 38,000 electric buses by securing operator payments.

To strengthen charging access, the Ministry of Power issued updated EV charging guidelines in September 2024. These guidelines allow private participation and promote interoperable charging and battery swapping.

Under FAME-II and PM E-DRIVE, the Centre allocated ₹912.50 crore and ₹2,000 crore for public charging stations nationwide. Consequently, four charging stations have been installed in Tripura under FAME-II.

The minister clarified that none of the schemes provide state-wise allocations. However, he said incentives under these programmes supported thousands of EVs in Tripura across segments.
