New Delhi: TRAI spam crackdown 2025 intensified action against unregistered telemarketers, with over seven lakh notices and more than five lakh communication restrictions imposed during the year.
The Telecom Regulatory Authority of India (TRAI) released its annual update on enforcement of Unsolicited Commercial Communication (UCC) norms under the Do Not Disturb (DND) framework. The data show a significant scale-up in regulatory measures.
During 2025, TRAI issued 7,31,120 notices to unregistered telemarketers who violated UCC rules. Authorities imposed one-month communication restrictions on 4,73,075 entities. In addition, 89,936 repeat offenders faced six-month communication bans. Officials also disconnected 1,84,482 telecom resources for continued non-compliance. Since August 2024, authorities have disconnected over 21.05 lakh telecom resources.
Consumer complaints surge under DND ecosystem
Consumer participation strengthened enforcement efforts. In 2025, users registered 31.09 lakh UCC complaints across platforms. Of these, 17.06 lakh complaints came through the DND mobile application, accounting for more than half of total reports.
TRAI Chairman Shri Anil Kumar Lahoti said enforcement efforts aim to deliver visible improvements in consumer control over unsolicited calls and messages. He noted that higher participation through the DND system enabled faster detection and stronger action against repeat violators.
Monthly trends show that complaints against unregistered telemarketers far exceeded those against registered entities. Therefore, TRAI focused on curbing unauthorised operators functioning outside the regulatory framework.
The Authority adopted a two-pronged approach. It allowed legitimate, consent-based communications through registered entities. At the same time, it strengthened enforcement through Distributed Ledger Technology (DLT)-based registration, AI-driven spam detection, designated number series and stronger complaint mechanisms.
Adoption of the DND app also rose sharply. Installations grew 84.43 percent year-on-year, reaching 28.08 lakh cumulative downloads in 2025, compared to 15.22 lakh in 2024.
Overall, TRAI spam crackdown 2025 combined stricter enforcement with rising consumer reporting to curb unsolicited commercial communication and enhance telecom transparency.
