Hyderabad: Shabbir Ali welfare priorities focused on social justice, education, jobs and economic support for weaker sections in Telangana.
Telangana Government Advisor Mohammed Ali Shabbir outlined the approach during the 80th Independence Day celebrations in Adilabad on Saturday.
As Advisor for SC, ST, BC and Minority Welfare, he said the government pursued inclusive development. He said welfare programmes covered education, employment, housing, healthcare and livelihoods.
He said the government was implementing its six guarantees for eligible beneficiaries. The 99-day Praja Palana-Pragati Pranalika covered sanitation, health, farmers, education and women’s empowerment.
In Adilabad, three new SC hostels were under construction at Rs 11.10 crore. Another Rs 96 lakh went towards repairs. During 2025-26, 1,990 students received Rs 78.60 lakh in scholarships.
The SC Study Circle trained 1,092 candidates. Of them, 225 secured government jobs. The government also supported admissions in Best Available Schools and corporate colleges.
In addition, 22 inter-caste marriage couples received Rs 55 lakh. Ambedkar Overseas Vidya Nidhi support reached Rs 10.69 lakh. The SC Corporation sanctioned 188 self-employment units worth Rs 3.20 crore.
For tribal welfare, the government sanctioned Rs 15 crore for a new ITDA building. Narnoor mandal secured fourth place nationally in the NITI Aayog 2025 Delta Rankings.
The mandal also secured first place in the data category. It received an incentive of Rs 1.5 crore. Projects worth Rs 4.29 crore received approval for lac cultivation and integrated Wadi agriculture.
Shabbir Ali welfare covers minorities, farmers and development
Shabbir Ali welfare measures also covered BC communities and traditional occupations. Four acres at Mavala were allotted for a BC Bhavan.
Six potter families received machinery worth Rs 6.53 lakh. Orders also allowed free clay supply for their traditional work. The government provided scholarships under the Sparsh scheme.
For minorities, 100 women received Rs 50 lakh under the Indiramma Minority Mahila Yojana. Ten beneficiaries received motorcycles with full subsidy worth Rs 10 lakh.
The government also distributed sewing machines to 400 women. Free coaching helped 20 candidates qualify in TET. Meanwhile, 2,989 students received post-matric scholarships.
Development works worth Rs 15.90 lakh received support at 53 church prayer premises. Kalyana Lakshmi and Shaadi Mubarak continued to support poorer families.
In Adilabad district, officials received 47,876 applications under these schemes. Assistance worth about Rs 422 crore reached 44,834 beneficiaries.
Women also benefited from several government guarantees. Under Mahalakshmi, women made 389.26 lakh free bus journeys in the district.
The scheme generated estimated savings of Rs 16.09 crore. About 1.02 lakh women received LPG cylinders at Rs 500. The government credited Rs 19.20 crore as subsidy.
The government prepared smart cards for 2,26,733 beneficiary families. So far, officials registered 37,420 new ration cards and 46,098 additional units.
Under Gruha Jyothi, 1.03 lakh eligible consumers received free electricity. The government paid Rs 101.17 crore to the power utility.
Nine new substations were also under development at a cost of Rs 24.70 crore. Under Indira Mahila Shakti, 11,916 self-help groups received support.
Their activities included school uniform production, RTC bus operations, petrol pumps and solar plants. The Adilabad Mahila Mart also supported these livelihood efforts.
Housing remained another major focus. The government allotted 21,767 houses under the first two phases of Indiramma Indlu.
Construction began on 14,772 houses, while 3,605 houses reached completion. The government transferred Rs 311.36 crore directly to beneficiaries.
Another 934 double-bedroom houses at Mavala and KRK Colony stood ready for distribution. Applications for Cheyutha pensions remained open until August 31.
Eligible applicants included widows, single women, persons with disabilities, toddy tappers and weavers. Chronic patients and filaria-affected persons could also apply.
Education projects also featured in Shabbir Ali’s address. Young India Integrated Residential Schools were under development at Adilabad, Utnoor and Boath.
The estimated cost of these schools stood at Rs 200 crore. Aarogya Paathashala operated in 251 schools, while spoken English training covered 238 schools.
Adilabad recorded a 96.90 per cent SSC pass rate. Moreover, 67 students secured seats at IIIT Basara.
Eight job fairs involving 97 companies created opportunities for 1,267 youth. TASK also provided free Artificial Intelligence and Python training to 270 candidates.
Agriculture support formed another key part of the address. Under Rythu Bharosa, Rs 327.92 crore reached 1,61,121 farmers.
Another 85,954 farmers received Rs 17.19 crore under PM-Kisan. Families of 632 deceased farmers received Rs 31.60 crore under Rythu Bima.
The district also procured about 16.28 lakh quintals of cotton from 1,03,600 farmers. Officials also procured soybean, Bengal gram and jowar.
Healthcare projects received further attention. Aarogyasri spending reached Rs 8.75 crore for 2,558 patients.
RIMS Medical College increased its MBBS seats to 150. A nursing college building costing Rs 40 crore was under construction.
Hospital modernisation works worth Rs 41.70 crore were also progressing at Utnoor and Boath.
Shabbir Ali highlighted Adilabad’s first position in South India for water conservation works. The district received a Presidential commendation and Rs 2 crore cash award.
Under Telangana Jalasiri, works worth Rs 88.17 crore included 94,600 recharge pits. The programme also covered 1,786 farm ponds and recharge works for 6,270 borewells.
Mission Bhagiratha supplied treated drinking water to 1,236 habitations. Major infrastructure projects also remained part of the development plan.
The government approved Rs 2,278.14 crore for the Adilabad Joint User Airfield. Land acquisition covered 2,009.23 acres.
An industrial park was proposed over 2,062.01 acres in Boraj mandal. The Rs 40-crore IT Tower at Mavala stood ready for inauguration.
Lower Penganga, Chanaka-Korata pump house and canal works received Rs 2,023 crore. These projects aim to provide irrigation to about 35,000 acres.
The Pippiri, Tejapur and Buggaaram lift schemes also received Rs 141.07 crore.
Earlier, Shabbir Ali hoisted the national flag at the Police Parade Ground. He received a guard of honour before witnessing cultural programmes.
He also presented commendation certificates to officials for exemplary performance. District Collector Rajarshi Shah, SP Akhil Mahajan and elected representatives attended the celebrations.
MLAs Anil Jadhav and Payal Shankar, MP Nagesh and Adilabad Municipal Chairperson Anusha were also present.
