India Rwanda tech talks focus on AI and nuclear energy

New Delhi: India Rwanda tech talks centred on artificial intelligence, bio-manufacturing and nuclear energy, as Union Minister Dr Jitendra Singh held bilateral discussions with Rwanda’s ICT Minister in New Delhi.

Dr Jitendra Singh met Ms Paula Ingabire, Rwanda’s Minister of ICT and Innovation, at Seva Teerth. He said India was ready to deepen engagement with Rwanda in emerging technologies and next-generation sectors. He also invited Rwanda to partner in India’s expanding deep-tech ecosystem.

The Minister highlighted India’s growing startup base, which ranks as the world’s third largest. He noted rapid advances in AI, quantum technologies, space applications and deep-tech research over the past decade. Moreover, he said India now follows an open model that links government, industry, startups and academia.

He added that India has opened strategic sectors such as space and nuclear energy to private participation. He referred to recent reforms that allow private players to work on small modular reactors.

India Rwanda tech talks cover genomics and bio-manufacturing

During the India Rwanda tech talks, Dr Jitendra Singh outlined India’s national missions in genomics, gene therapy and bio-manufacturing. He cited the Bio-Manufacturing Shakti Mission, which has an allocation of ₹10,000 crore in the current financial year to promote advanced medical devices and healthcare solutions.

On her part, Paula Ingabire said Rwanda aims to position itself as a Pan-African technology hub. She referred to initiatives such as Kigali Innovation City and the AI Scaling Hub. She added that nearly 70 percent of Rwanda’s 14 million population is below 25 years, which drives its focus on digital skills and innovation.

Both sides discussed cooperation in AI, life sciences, energy and innovation ecosystems. They also explored linking Indian incubators and startups with Rwandan counterparts for mentoring and joint research.

Rwanda shared a draft MoU on Science, Technology and Innovation through the Ministry of External Affairs. However, the Department of Science and Technology suggested first identifying priority programmes to ensure an outcome-focused framework.

Officials from both sides attended the meeting, including representatives from the Department of Science and Technology and the Rwanda High Commission. In conclusion, they agreed to maintain close coordination to finalise priority areas and move ahead with structured collaboration.
