New Delhi: India and Germany signed a Joint Declaration of Intent on telecommunications cooperation during the official visit of German Federal Chancellor Friedrich Merz, marking a key outcome of high-level engagements between the two countries.
The Joint Declaration was signed by Telecom Secretary Amit Agrawal on behalf of India and German Ambassador to India Philipp Ackermann representing Germany. The agreement followed discussions between Prime Minister Narendra Modi and Chancellor Merz during the visit held from January 12 to 13.
Officials said the India Germany telecom pact reflected the shared commitment of both countries to deepen collaboration in telecommunications and information and communication technologies. They said the declaration built on strong momentum in bilateral ties and sustained high-level engagement.
The pact establishes a framework for regular consultations and annual high-level meetings. It also provides for dedicated working groups and multi-stakeholder participation involving government, industry, academia and research institutions.

Under the India Germany telecom pact, both sides agreed to promote cooperation in emerging and future digital technologies. They also decided to strengthen collaboration on policy and regulatory frameworks, telecom manufacturing and measures to improve ease of doing business in the sector.
The declaration provides for regular exchange of information and best practices to ensure structured and outcome-oriented cooperation. Officials said both countries would jointly develop a detailed work plan outlining specific goals and areas of mutual interest.
India and Germany also expressed willingness to work closely in international fora. Officials said this coordination would help promote common understanding and advance shared perspectives on telecommunications and digital development.
The government said the agreement marked an important step toward inclusive and sustainable digital transformation. Officials added that the pact would drive innovation in telecom and ICT sectors in both countries.
