DGCA launches Electronic Personnel Licence for ATPL

New Delhi: The Directorate General of Civil Aviation launched Electronic Personnel Licence services for the Airline Transport Pilot Licence at its headquarters on January 21, marking a key step in the regulator’s digital transformation drive.

Inaugurating the new service, the DG of Civil Aviation said the Personnel Licence initiative would strengthen India’s civil aviation regulatory framework through secure, modern and future-ready digital systems. The official congratulated DGCA teams and technology partners for executing the project and acknowledged the cooperation of airlines and other stakeholders in adopting the platform.

The Electronic Personnel Licence is a secure digital licence embedded with security features aligned with standards of the International Civil Aviation Organization. According to the regulator, the system ensures authenticity, prevents tampering and allows real-time verification. Pilots can access the licence through the eGCA mobile application.

The launch extends the DGCA’s phased roll-out of digital licensing, which began in February 2025 with Commercial Pilot’s Licence and Flight Radio Telephone Operator’s (Restricted) Licence services.

Electronic Personnel Licence rollout expands to ATPL

With the inclusion of ATPL under the Electronic Personnel Licence framework, the DGCA said it was reinforcing its commitment to efficiency, transparency and improved service delivery across the aviation sector.

Officials said the digital licence system would reduce dependence on physical documents, speed up verification processes and enhance trust among regulators, operators and pilots. The regulator added that further expansion of Licence services would continue as part of its broader push for end-to-end digital governance in civil aviation.
