New Delhi: Ahead of the Budget Session of Parliament, Lok Sabha Speaker Shri Om Birla on Tuesday appealed to leaders and Members of all political parties to cooperate in ensuring the smooth functioning of the House and cautioned against planned disruptions.
Addressing a press conference after the conclusion of the 86th All India Presiding Officers’ Conference (AIPOC), Shri Birla said continuous disruptions were inappropriate for a democracy. He said citizens suffered the greatest loss when proceedings were stalled. Therefore, he stressed that the tradition of discussion and dialogue must prevail over disruption.
The Lok Sabha Speaker said accountability to the people extended beyond elections and applied every day. He urged political parties to act in the larger public interest during the Budget Session.
AIPOC resolutions call for legislative reforms and accountability
The 86th AIPOC concluded in Lucknow with Shri Birla delivering the valedictory address at the Uttar Pradesh Vidhan Bhavan. He announced that a National Legislative Index would be prepared to make legislatures more effective, people-oriented and accountable. He said a committee had already been constituted for this purpose.
Shri Birla also said State Legislatures should ensure a minimum of 30 sittings every year. According to him, increased sittings would lead to more meaningful and result-oriented debates and better expression of public aspirations.
He described Presiding Officers as sentinels of the Constitution and custodians of democratic decorum. He said their impartiality and firmness shaped the direction and credibility of legislatures.
During the conference, six resolutions were adopted, including commitments to achieve the goal of ‘Viksit Bharat’ by 2047, strengthen technology use in legislatures, build capacity of legislators, and benchmark legislative performance through the proposed National Legislative Index.
The three-day conference saw participation from 36 Presiding Officers representing 24 States and Union Territories, making it the largest AIPOC to date. Discussions focused on technology-driven legislative processes, capacity building of lawmakers, and accountability of legislatures to the people.
Shri Birla thanked the Uttar Pradesh government, legislative bodies, and participating delegates for organising the conference. He said platforms like AIPOC strengthened coordination among democratic institutions and improved governance outcomes.
