White Revolution 2.0 expands dairy cooperatives nationwide

New Delhi: Union Minister for Home and Cooperation Shri Amit Shah informed the Rajya Sabha that 22,332 Multipurpose Dairy Cooperative Societies have been registered since February 2023 under White Revolution 2.0.

He said that as of 31.12.2025, 20,104 of these societies are functional. Earlier, as of 24.12.2024, 9,429 such societies had been registered across districts nationwide, a day before the programme’s inauguration.

According to the National Cooperative Database, the expansion reflects rapid growth in the cooperative dairy network. However, the government has not conducted a separate study comparing marginal farmers’ monthly income before and after joining a cooperative under the scheme.

The minister noted that the unorganised dairy sector faces issues such as adulteration, exploitation and lack of value addition. As a result, these challenges affect farmers’ earnings and income stability.

Dairy cooperatives expand under White Revolution 2.0 initiative

The initiative aims to strengthen the cooperative dairy ecosystem through structural reforms. It focuses on expanding cooperative coverage and improving milk procurement systems. In addition, it promotes value addition, employment generation and women empowerment.

Through these measures, the Ministry of Cooperation seeks to enhance sustainability and circularity in the dairy sector. Consequently, the programme is expected to provide more stable and improved incomes for dairy farmers, including marginal farmers.

District-wise data shows widespread registration of Multipurpose Dairy Cooperative Societies across states such as Uttar Pradesh, Rajasthan, Maharashtra, Karnataka and Telangana. The nationwide rollout indicates a coordinated effort to formalise and strengthen dairy operations through the cooperative model.

The minister provided this information in a written reply in the Rajya Sabha.
