Online Gaming Rules 2026 to enforce safe digital gaming framework

New Delhi: Online Gaming Rules 2026 will come into force from May 1, establishing a strict regulatory framework to govern digital gaming and ensure user safety across India.

The rules operationalise the Promotion and Regulation of Online Gaming Act, 2025. Moreover, they introduce enforceable provisions to regulate online games while promoting safe and responsible gaming practices.

Officials said the framework clearly distinguishes between e-sports, online social games and online money games. While e-sports and social games remain permissible, the law imposes a complete ban on online money gaming.

The rules prohibit advertising and financial transactions linked to such games. Therefore, banks and payment systems cannot process related payments, and authorities may block unlawful platforms.

The government also prescribed strict penalties. Violations may attract imprisonment up to three years or fines up to ₹1 crore. Repeat offences may lead to higher jail terms and penalties.

Online Gaming Rules 2026 establish regulator and safety measures

The rules create the Online Gaming Authority of India as a central regulator under the Ministry of Electronics and Information Technology. It will classify games, handle complaints and enforce compliance.

Additionally, the framework introduces a registration system for e-sports and certain online games. Approved platforms will receive a digital certificate valid for up to 10 years.

User safety remains a key focus. The rules mandate age verification, parental controls and grievance redressal systems. In addition, service providers must ensure transparency and fair play standards.

A two-tier grievance mechanism allows users to approach providers first and then the authority if issues remain unresolved. Authorities aim to resolve complaints within defined timelines.

Officials said the rules respond to rising concerns over addiction, financial loss and misuse linked to online money games. Estimates suggest losses exceeding ₹20,000 crore and impact on millions of users.

The government said the framework will support growth of the gaming sector while ensuring safeguards. It is expected to boost innovation, create jobs and strengthen India’s position in global digital regulation.
