India-Italy Special Strategic Partnership elevated during Modi visit

New Delhi: India and Italy elevated bilateral ties to a Special Strategic Partnership during Prime Minister Narendra Modi’s official visit to Italy on May 19 and 20 after talks with Italian Prime Minister Giorgia Meloni.

The two leaders agreed to hold annual meetings and strengthen ministerial-level engagement under the India-Italy partnership framework. They also decided to create a Foreign Ministers-led mechanism to review the Joint Strategic Action Plan 2025-2029.

Moreover, both countries set a target to increase bilateral trade to €20 billion by 2029. They encouraged industries to expand cooperation in semiconductors, clean technologies, automotive, ports, tourism and digital infrastructure.

The leaders also welcomed agreements on critical minerals and agricultural research. In addition, they pushed for stronger industrial partnerships and resilient supply chains.

India and Italy reaffirmed support for the India-Middle East-Europe Economic Corridor. They also agreed to form a joint working group on maritime transport and ports cooperation.

India-Italy partnership expands into defence and technology

Both leaders stressed that science, innovation and technology remained central to the India-Italy partnership. Therefore, they announced the launch of INNOVIT India, an innovation hub aimed at supporting startups, research and talent mobility.

The two countries also agreed to cooperate in artificial intelligence, quantum technology and supercomputing. Furthermore, they supported joint research projects in renewable energy, green hydrogen and blue economy initiatives.

In the defence sector, India and Italy adopted a Joint Declaration of Intent and a Defence Industrial Roadmap. The agreements will support cooperation in naval systems, helicopters, marine armament and electronic warfare.

The two sides also agreed to launch a Dialogue on Maritime Security. They further discussed joint military exercises, training programmes and stronger defence industry collaboration.

Meanwhile, both leaders strongly condemned terrorism in all forms. They also condemned the April 2025 Pahalgam terror attack and called for stronger global cooperation against terror financing and safe havens.

India and Italy additionally discussed mobility for students, researchers and skilled workers. They welcomed ongoing talks on a Social Security Agreement and initiatives to support Indian students in Italy.

The leaders expressed concern over conflicts in West Asia and Ukraine. However, they stressed dialogue, diplomacy and adherence to international law for lasting peace.

Prime Minister Modi thanked Giorgia Meloni and the Italian government for the hospitality extended during the visit. He also invited the Italian Prime Minister to visit India at a mutually convenient time.
