New Delhi: Thirty-three of the 37 State and Union Territory Legislatures signed Memoranda of Understanding (MoUs) to implement the National e-Vidhan Application, Minister of State for Parliamentary Affairs Dr. L. Murugan told the Rajya Sabha on Monday. He said the project has already transformed 21 Legislative Houses into digital Legislatures. The project does not cover the two Houses of Parliament.
The National e-Vidhan Application has improved legislative work by enabling electronic processing of House business. It has reduced paper use and sped up legislative procedures. The platform has also improved access to legislative information. In addition, it has cut printing, handling and storage costs.
NITI Aayog carried out a mid-term evaluation of the project. The report found that the platform reduced paper use and improved legislative workflows. It also said better coordination between Legislatures and Government Departments helped process legislative business faster. The NeVA public portal now provides real-time access to legislative documents.

The evaluation said NeVA Seva Kendras supported the platform’s adoption. They offered technical assistance and training to legislators and officials.
The government upgrades the application regularly based on user feedback and operational needs. It also migrated the platform to the secure NIC MeghRaj 2.0 cloud infrastructure. This move strengthened cybersecurity.
The government integrated BHASHINI with the platform. It now offers text-to-text translation on the public portal. This feature improves access to legislative information in multiple languages. The device-agnostic platform also supports role-based dashboards and electronic workflows. These features help Members, Legislative Secretariats and Government Departments coordinate their work.
Dr. Murugan gave the information in a written reply in the Rajya Sabha.
