Cabinet approves cotton productivity mission with ₹5,659 crore outlay

New Delhi: The Union Cabinet approved the cotton productivity mission with an outlay of ₹5,659.22 crore to boost output, improve quality and achieve self-sufficiency by 2030–31, officials said.

The cotton productivity mission aims to address stagnation, falling growth and quality concerns in the sector. It aligns with the government’s 5F vision, linking farm production to global textile markets. Moreover, the programme will focus on improving productivity through better seeds, modern farming methods and stronger infrastructure.

Officials said the mission will promote high-yielding and pest-resistant seed varieties. In addition, it will expand technologies such as High Density Planting System and integrated crop management across major cotton-growing regions. The government will implement these measures through state departments, agricultural universities and Krishi Vigyan Kendras.

The programme will initially cover 140 districts in 14 states. It will also support around 2,000 ginning and processing units to improve quality and reduce contamination. At the same time, authorities will upgrade testing facilities to ensure reliable quality assessment and global standards.

Cotton productivity mission targets higher yield and exports

The cotton productivity mission aims to raise lint productivity from 440 kg per hectare to 755 kg per hectare by 2031. Consequently, total production is projected to reach 498 lakh bales. Officials said nearly 32 lakh farmers are expected to benefit from the initiative.

The mission will also strengthen branding under Kasturi Cotton Bharat to improve traceability and position Indian cotton in global markets. Furthermore, digital integration of mandis will help farmers access transparent pricing and better market opportunities.

Authorities will promote recycling of cotton waste and adoption of circular economy practices. In addition, the programme will encourage diversification into natural fibres such as flax, ramie, bamboo and banana to meet changing global demand.

The government said coordinated efforts by multiple institutions, including research bodies and universities, will ensure effective implementation. Officials added that the cotton productivity mission would enhance competitiveness of India’s textile sector while supporting sustainable and inclusive growth.
